Lower recycling fee for cars and car batteries starting from 1 January 2020
The recycling fee for new private and light commercial vehicles will be €35 from 1 January 2020.

The recycling fee for new private and light commercial vehicles will be €35 from 1 January 2020. This was announced by the ARN today. That is a reduction of €2.50 for each new car purchased. According to the ARN, the organisation that implements the manufacturers’ responsibility on behalf of the automotive sector in the Netherlands, this reduction is due to efficiency measures in the car recycling chain. The administrative contributions for Li-ion batteries for hybrid and fully electric cars will also be reduced.

High recycling performance
Car recycling is well organised in the Netherlands. Last year 98.4% of every end-of-life vehicle was sustainably recycled. The recycling fee on cars makes it possible to meet the legal requirement of a minimum of 95% car recycling, including reuse. ARN works on this together with over 300 companies, including car dismantling companies, shredder companies, collection companies and recycling companies.

Electric cars
The percentage of new cars purchased with a (partly) electric motor is increasing. In a year’s time, the number of electric cars has doubled in the Netherlands. In time, these batteries will need to be recycled in a sustainable way; the costs of which have fallen due to scaling up, technological developments and using second-use applications for Li-ion batteries.  The legal requirement of reusing at least 50% of Li-ion batteries has been exceeded, in particular through second-use applications for a large part of the discarded batteries. This means that the administrative contributions for Li-ion batteries for hybrid and fully electric cars can also be reduced by an average of around 10%.

Administrative contributions for accumulators and batteries
The administrative contribution for lead-acid and NiMH batteries and drive batteries remains unchanged in 2020 compared to 2018, namely €0.05 (excl. VAT). For 2020, the contributions for Li-ion starter and drive batteries (incl. VAT) are:

  • €7 per battery, when the battery weight is ≤5 kg
  • €12 per battery, when the battery weight is >5 kg and ≤15 kg (new 48V category)
  • €18 per battery, when the battery weight is >15 kg and ≤25 kg
  • €55 per battery, when the battery weight is >25 kg and ≤100 kg
  • €110 per battery, when the battery weight is >100 kg and ≤350 kg
  • €135 per battery, when the battery weight is >350 kg and ≤600 kg
  • €160 per battery, when the battery weight is >600 kg and ≤900 kg

Nationwide network
The ARN, in collaboration with the RAI Vereniging, provides the annual reporting to the Ministry of Infrastructure and the Environment and supplies the nationwide network of drop-off points where end-users can dispose of their car or battery at no cost.
